Paul Bukuluki, (PhD) is an applied Cultural/Medical Anthropologist with 20 years of experience in implementation science, research and expertise in gender and women empowerment, gender based violence policy and programming, adolescent sexual and reproductive health rights (ARHR), violence against women and girls (VAWG) and migration health (forced displacement/migration and health) in humanitarian and development settings in Africa. He has worked as a team leader and consultant for several multilateral and bilateral agencies including the USAID, DFID, World Health Organization, UNFPA, UN-Women, World Bank, UNDP, and International Organisation for Migration and UNICEF. He has also served as a lead consultant for USAID funded projects implemented by INGOs such as MOMENTUM Integrated Health Resilience (MIHR), Save the Children International, FHI 360, Institute of Reproductive Health, Georgetown University among others to support their efforts to mainstream to undertake baseline assessments, special studies and monitoring and evaluation. Paul has been engaged as a Lead Consultant with the World Bank in Uganda advising them on GBV and VAC related risks embedded in development projects and their risk mitigation strategies.

Dr. Juliet Kiguli (PHD) is a senior Anthropologist, Gender norms expert and Behavioral Scientist. She sits on Fidelitas Scientific Committee, lectures at Makerere University and her work explores major debates in contemporary anthropology and public health. She has diverse experience in academic research as principal Investigator and co- investigator on Behavioral science, WASH, non-communicable diseases, vaccine hesitancy and immunization, zoonotic diseases like African Swine fever, and others. Currently, her focus is social research, type 2 diabetes and community development. Her core skills include sociological investigation, project appraisal and design, systematic reviews, monitoring and evaluation, and report writing. Juliet can provide high quality training with a firm grip of action research and policy issues. She also has the ability to carry out research and translate field experiences into guiding strategic interventions.

Elizabeth Costenbader is a senior social and behavioral scientist and mixed-methods researcher, who serves on the Scientific Committee of Fidelitas Scientific Execution Faculty. Betsy obtained her MSc. from the Harvard School of Public Health and a Ph.D. from the Population, Family and Reproductive Health Department at Johns Hopkins University and has held Senior Scientist positions at FHI 360 and USAID. At FHI 360, she directed multi-country evaluation and research projects in diverse health and development sectors, such as Health, Nutrition, SBC and Climate, and collaborated with project teams and local partners to embed Gender Equity and Social Inclusion (GESI) goals and strategies across the program cycle. Betsy has a particular expertise and interest in social and gender norms and has been working with the Social Norms and Agency Learning Collaboratives since 2016. For the last few years as an independent consultant, Dr. Costenbader's work has focused on capacity-building and collaborating with in-country partners on the design and evaluation of complex, values-driven gender and health programs. Her technical work has also included developing practical tools and guidance for both project and global uptake, such as norm diagnostics, gender integration checklists, theories of change and MEL frameworks.

Dr Patrick Walugembe is an accomplished Research and Evaluation Specialist with over 2 decades of experience focusing on child protection, adolescent health and vulnerable populations across Uganda and Sub Saharan Africa. He holds a Masters in Sociology and a PHD in Population Studies. He is experienced in developing results based MEL systems, electronic data collection systems, leading research and evaluations on vulnerability, education and economic empowerment. His work is dedicated to generating evidence for strategic policy, advocacy and coordinated intervention efforts.
